Manitoba has long, very cold winters and a heating season among the longest in southern Canada. It is also more electric than its prairie neighbours: Statistics Canada reports that 52% of households heated mainly with natural gas and 33% with electricity in 2023. With Efficiency Manitoba running heat pump rebates and the country's first federal affordability agreement, Manitoba contractors have more program material to work with than most of the Prairies.
The market and its buyers
The short answer: Winnipeg first, then a handful of growing regional cities.
Winnipeg holds most of the province's population and HVAC competition. Brandon, Steinbach, Winkler and Portage la Prairie are growing regional centres, and Thompson serves the North. Buyers include detached homeowners replacing gas furnaces, homes on electric baseboards or electric furnaces looking at heat pumps, and landlords managing older rental stock. The electric-heated segment is where heat pump savings arguments are strongest, and where Efficiency Manitoba's programs aim.
Climate and seasonality
Manitoba's winters are long and very cold, so heating reliability dominates the conversation from October to April. Cold-climate heat pump performance is a genuine question here, and homeowners search for it. Summers are warm enough to sell cooling, which helps the heat pump case: one system for both seasons.
Regulators to know
- The Office of the Fire Commissioner, through Inspection and Technical Services, handles gas and oil-burning equipment permits and tradesperson licensing, boilers and pressure vessels, and electrician licensing.
- Apprenticeship Manitoba for trade certification.
- WCB Manitoba for workers' compensation.
We link these bodies; licensing questions belong with them.
Programs as of October 2026
- Efficiency Manitoba air source heat pump rebate. According to Efficiency Manitoba, $2,000 for a centrally ducted cold-climate unit or $1,500 for ductless in existing primary homes, plus a $100 bonus to registered suppliers for applications with an F280 heat-load calculation before March 31, 2027.
- Affordable Home Energy Program. Free heat pumps for qualifying electrically heated homes through registered program contractors; the program page is live but we did not re-confirm eligibility details.
- Canada Greener Homes Affordability Program. Manitoba signed the first agreement, announced September 12, 2025, with nearly $30 million in federal funding for no-cost retrofits delivered by Efficiency Manitoba.
- Oil to Heat Pump Affordability. Closed in Manitoba on July 31, 2026.

What we're watching in Manitoba
The F280 bonus for registered suppliers runs until March 31, 2027, so we will watch whether Efficiency Manitoba extends, changes or drops it. We also want to see how Manitoba's own heat pump rebate interacts with the federal rebate when it launches in 2027; overlapping programs sometimes adjust their amounts or stacking rules. And because Manitoba signed the first CGHAP agreement in September 2025, its delivery results will be an early signal of how the program performs in other provinces. Each update will appear in our newsroom with its source.
How we'd approach marketing in Manitoba
- Segment by heating type. Separate pages for gas furnace replacement and for heat pumps in electrically heated homes; the buyers and the savings case differ.
- Use the F280 as a trust signal. A contractor who does proper heat-load calculations can say so, explain why it matters, and connect it to the rebate process.
- Answer cold-climate questions directly. "Do heat pumps work at minus 30?" deserves a real, honest page with backup-heat options explained.
- Get registered where programs require it. For program-routed work, being a registered supplier matters more than ads.
- Plan for Winnipeg competition. Strong local search and review volume are the base in a city market.
See our results page for named outcomes, or call, text or email through the contact page. We are a marketing service, not an HVAC contractor.
